That seems high.  I have measured my NARDA relays at about 0.05 dB 
insertion loss at 1296; that is 98.8% power gets thru or 1.2% 
loss.  Anything over about 0.2 dB is excessive; 10% is 0.45 dB.  If 
running 1 kW that means the relay is dissipating 100w in heat.
