I would assume you would have to go through the same procedure, get the same
authorization, whatever tag is, that you would as if you were standing on the ground in
Germany. You at transmitting a signal from German soil regardless of the control point.
Therefore you are under their control.

Has anyone gone through the necessary licensing steps to do a 2 way EME 23cm from
German EME ground station, while control op and amateur call sign from California?
What is necessary re Licensing, Control operator, etc? Can DL/W6 call sign be used?
Also, Same question for 70cm Amateur operation of LEO Cubesat; from Germany Ground
Controlled from California. Is licensing of any sort needed for a ground station in
Germany, for Cubesat data downloads, if it is
Receive only? For a USA Call sign Cubesat? For other country Cubesat? What is the
name of German Radio Licensing Authority to contact, if necessary?
