No problem to produce 23cm band pass filter with insertion loss about 
0.1 to 0.15dB.
It could solve your overloading problems.

After dealing with very strong bird every 100hz in my cascade and in the
entire 23cm band, I opted for a homemade BPF with an insertion loss of 1.5db
at the output of the LNA and the input of the transverter.
