I'm sorry, I didn't read carefully everything. OK, this is better, but still
there will be some random distribution who will operate what band in
particular day.
24 GHz should be during minimum of libration, even 10 GHz is sensitive to
spreading.
Operators from far north for example Mike KL6M depends on DEC, also VK,ZL
stations will suffer from high positive DEC.
Choosing optimal contest dates It is not an easy task to solve.

You are correct that it makes sense to have all bands in play for both
weekends.
We do need however to encourage those that are capable, to focus their
attention on specific bands on a particular day when possible, in order to
maximize QSO opportunities. This will allow "new" stations to anticipate
that there will be some activity on the band when they set up to operate.
This is the beauty of the Dubus contest weekends !
